Works with the Water Department Chief Financial Officer, Deputy Director for Operations and Water Director to develop and maintain a long-range financial plan to support the Department’s financial planning and analytical work for establishing rates and fees.
Collaborates with Deputy Director for Operations and other department staff on the development of an asset management program, including creating and applying a risk assessment/risk management framework.
Participates in the development and implementation of the Department’s annual and 10-year capital improvement plan relating to water collection, distribution, and treatment including advising on the organization’s operational needs and system rehabilitation and replacement requirements that need to be addressed through capital projects.
Assumes lead role in technical aspects of long-term water supply planning, and the implementation of recommendations.
Participates in the near and long term planning for climate change vulnerability and resiliency.
Plans, organizes, coordinates, supervises and reviews the work of the Engineering Division engaged in design, planning and construction inspection and contract administration, including environmental planning, CEQA/NEPA compliance and permitting.
Develops and administers the Engineering Division’s operating budget, developing projections for staffing, materials, equipment and service requirements.
Engages in organization-wide priority setting, resource allocation, and decision-making as needed to maximize the accomplishment of both intra-and inter-divisional priorities.
Develops and implements performance metrics, quality standards and reporting of performance of the Engineering Division against established performance standards.
Prepares or supervises the preparation of plans, specifications and contract documents for maintenance and repair of existing or construction of new pipelines, pumping stations, storage tanks and other facilities as required.
Plans work schedules, sets priorities and deadlines for projects.
Reviews subdivisions, site plans, developments, improvements and parcel maps to ensure they meet established policies and State law.
Reviews development plans and implements the department's permits program, including maintaining the necessary water system records files, records and maps.
Supervises the construction inspection and contract administration program.
Answers public inquiries in matters related to engineering permits and policies.
Prepares staff reports, resolutions, environmental impact reports, negative declarations and reports required by the State and Federal government for Water Department projects.
Provides subject matter expertise on repair, replacement, rehabilitation, and operations of water system facilities.
Prepares scopes of work for retention of professional services, manages selection process and administers consultant contracts.
Assures that the water system facilities constructed by private developers adhere to Department engineering standards.
Assures that the Engineering Division is efficiently managed, professionally organized and that standards are set consistent with current technology.
Acts as project manager for projects contracted with an engineering consulting firm.
Assures that field engineering and construction problem decisions are sound and adhere to the standard of current engineering practice.
Performs other related duties that may be reasonably expected as part of this classification.
WORKING CONDITIONS Position requires prolonged sitting, standing, walking on level, uneven and slippery surfaces, reaching, twisting, turning, kneeling, bending, stooping, and squatting in the performance of daily duties.
